I'm not certain, but wasn't that taken during the strike? I wanna say the woman-that-shall-not-be-named from MLL (Heh) took it or someone from the MLL boards.

No, it was taken by a reporter on the lot of WB. There are some photos in that same shirt taken during the strike, but this isn't one of them.
